Paragraph 2. Regular urban (rural) and suburban road transportation of passengers and luggage*

23. Regular urban (rural) and suburban road transportation of passengers and luggage is carried out according to the route network approved by local executive bodies, which is formed on the basis of an approved integrated scheme for the development of passenger transport and analysis of passenger flows, at the proposals of citizens and organizations. When carrying out regular urban (rural) and suburban road transportation of passengers and luggage, the carrier provides drivers and conductors with uniforms, the requirements for which are established by local executive bodies.

24. Decision to use minibuses for regular urban (rural) road transportation of passengers and luggage on the route is justified by low passenger traffic, while the length of routes using minibuses should not exceed thirty percent of the total length of the route network of regular urban (rural) road transportation of passengers and luggage.

Paragraph 3. Modes of servicing routes for regular urban (rural) and suburban road transportation of passengers and luggage*

25. Routes of regular urban (rural) and suburban road transportation of passengers and luggage are served in one of the following modes:
1. normal, carried out by city buses with at least two passenger doors, minibuses, as well as intercity buses on regular suburban road transportation routes, stopping at all stops indicated on the route scheme, the distance between which should be from 400 to 800 meters within the city;
2. express (only for urban transportation), carried out by city buses with at least two passenger doors, stopping at all stops indicated on the route scheme, the distance between which is from 1.5 to 3.0 km.
26. In accordance with the specifics of services for the population, regular urban (rural) and suburban road transportation of passengers and luggage is of the following nature:
1. permanent, effective for the entire specified period of the day and all days of the week;
2. additional, effective on certain days or periods of the day (weekends, holidays or peak hours);
3. seasonal, effective for a predetermined period of time (during the summer period, for the duration of operation of recreation areas, sports and wellness complexes);
4. temporary, short-term (in case of unforeseen situations on the road network that prevent regular service).

Paragraph 4. Procedure for regular urban (rural) and suburban road transportation of passengers and luggage *

27. Motor vehicle boarding and debussing of passengers is carried out in the following sequence:
1. in minibuses, passengers are first disembarked and then boarded;
2. in buses with two doors, passengers are disembarked through both doors, and boarding is through the back door;
3. in buses with three or more doors, passengers are disembarked through all doors, and boarding is through all except the front door.
28. The right of priority boarding, as well as boarding through the front door of the bus, is exercised by disabled people, pensioners, pregnant women, passengers with preschool children.
29. In the cabin of buses used on the routes of regular urban and suburban road transportation of passengers and luggage, from 4 to 8 seats are allocated (depending on their passport capacity) for priority use by disabled people, pensioners, pregnant women, passengers with children of preschool age.
30. If there are stopping points “on demand” on the route of regular urban (rural) motor transportation of passengers and luggage, passengers should notify the driver (conductor) in advance of their need to stop at the indicated stopping point. If passengers are waiting at such a stopping point, the driver makes a stop for them to board.
31. The passage of passengers on the routes of regular urban (rural) and suburban road transportation of passengers and luggage excludes:
1. entry and exit from the bus, minibus until its full stop or while moving;
2. preventing the opening and closing of the bus doors;
3. distraction of the driver by talking while the vehicle is in motion;
4. damage to the internal equipment and interior of the bus, minibus;
5. smoking, littering, drinking alcohol;
6. transportation of flammable, explosive, poisonous, easily ignitable, toxic, caustic and malodorous substances, firearms without covers and supporting documents.
32. On the routes of regular urban (rural) and suburban road transportation of passengers and luggage, it is allowed to carry passengers and fill the cabin of buses, minibuses in accordance with their passport capacity established by the manufacturer:
1. in buses, standing and sitting in the numbers not exceeding their full passport capacity;
2. in minibuses, only sitting in the nuumbers not exceeding the number of seats.

Paragraph 6. Payment for travel and luggage in urban (rural) and suburban services*

41. Payment for travel and luggage on the routes of regular urban (rural) road transportation of passengers and luggage is made by the passenger in cash to the conductor (driver) or through the electronic fare payment system.
42. The fact of in-cash payment for travel and hand luggage in urban (rural) service is proved by the issuance of travel documents (tickets) to the passenger.
43. A one-time control ticket is valid only when traveling on one route, in one direction, regardless of the distance traveled by the passenger.
44. In the event of circumstances under which the bus or the minibus does not continue to move along the route for technical reasons, single control tickets issued to passengers are valid for travel on another bus, minibus of the same route.
45. Payment for travel and luggage on the routes of regular suburban road transportation of passengers and luggage is made by the passenger to the ticket office of the bus terminal, bus station, passenger service point when traveling from the starting point of the route, or to a conductor (driver) when boarding at an intermediate point of the route in accordance with the tariff approved by the local executive body.
46. The fact of payment for travel by suburban transport service is proved by the issuance of a travel document (ticket) to the passenger.
47. The fact of payment for luggage is proved by the issuance of a luggage receipt to the passenger.
48. The sale of long-term travel tickets for a certain calendar period is carried out in advance, at points of sale established by the local executive body, as well as by carriers - through conductors or drivers.
49. Long-term travel tickets intended for travel by urban (rural) transport service are not valid on routes of regular suburban road transportation of passengers and luggage.
50. The validity of long-term travel tickets does not apply to the carriage of baggage and hand luggage in excess of the established norm.
51. A passenger who has a long-term travel ticket presents it to the conductor (driver) when boarding a bus or a minibus.
52. If a passenger uses a discounted long-term travel ticket, he shall also present a document confirming his right to the discount.

Paragraph 5. Carriage of hand luggage and baggage*
33. On the routes of regular urban (rural) and suburban road transportation of passengers and luggage, it is allowed to carry in the cabin of a bus or a minibus, without additional payment, one piece of hand luggage up to 60x40x20 cm in size and weighing no more than 20 kg, as well as one pair of skis in a case, a baby stroller or a sled (only in buses).
34. Carriage of hand luggage exceeding the weight and overall dimensions specified in paragraph 33 of these Rules is allowed only on the standing areas of buses and for an additional fee, in accordance with the established tariff.

Transportation of animals
Paragraph 5. Carriage of hand luggage and baggage*

36. On the routes of regular urban (rural) and suburban road transportation of passengers and luggage, it is allowed to transport small animals and birds placed in closed cages or in bags, free of charge.
37. Dogs are transported free of charge in buses at standing areas, in a muzzle and on a leash.

7. It is not allowed to keep dogs in crowded places; in public transport and in other public places dogs are kept on a short leash and in a muzzle.
